TPFC began its ministry as an offshoot of Turning Point Ministries, Inc. a 501(c)(3) non-profit professional counseling ministry in January 1999. After being supported and sponsored by TPM and others, TPFC became incorporated as a separate ministry.

Its founders, Dr. Peter Robbins and Dr. Kevin Downing, became frustrated during their twenty years of counseling marriages and families because, often, finances stood in the way of starting or completing the counseling process. Their solution for this problem was also unsatisfactory: to refer to financial planners or others who would charge a fee that their clients couldn't pay. It left them and their clients in a Catch-22.

Then, they were encouraged to offer a service that was indeed free: to help people crippled with large credit card debt. Radio guest Mary Hunt, of the popular Cheapskate Monthly appeared on Kevin and Peter's daily radio program, Journey of the Heart (they aired this program on KKLA, a popular radio station in Southern California, during 1990-1998) and encouraged them to begin offering such a service to the Christian community. After much prayer and research, Turning Point Financial Counseling (d.b.a., Debt Free Christian) was begun.

In their first four years of ministry, Peter, Kevin, and their team of caring phone counselors have helped save their clients over 25 million dollars in interest payments and countless years of indebtedness. Dr. Robbins stated that "it is incredibly fulfilling to provide such a practical and meaningful service to the Kingdom, helping believers become free of the burden of debt and fulfill their call to sound stewardship.
